The proposed Adopt-a-Tree Pilot Program, supported and recommended by the Moscow Tree Commission, is an effort to provide the City with a mechanism for individuals and community service groups to provide volunteer assistance to Moscow's urban forest. The goal of the program is to enhance the short and long-term viability of the community forest, through an increased level of care and oversight for newly planted trees, existing young trees, and mature plants. Once appropriate trees are identified for adoption, the Community Forestry Administrator, along with assistance from members of the Tree Commission, will engage and train volunteers as to appropriate and authorized maintenance tasks such as watering, mulching, weeding, and light pruning. Volunteers will be trained to have their feet "on the ground" at all times, as any ladder work will not be allowed, nor any climbing or other hazardous actions. It is proposed that trees permissible for adoption will be located in parks, open spaces, city owned right-of-ways, etc. Trees in tree lawns adjacent to private properties will not be open for adoption, as they are the responsibility of the respective owners. The program will be evaluated by the Community Forestry Administrator and the Tree Commission after one year, and if the program has merit for future consideration, it would be recommended for continuation. Evaluation will include the review of City staff time invested, success of volunteer recruitment, health and condition of adopted trees, and overall viability of the pilot program. If approved, the Adopt-a-Tree Pilot Program will commence in January of 2014. Volunteers participating will be publicly acknowledged once a year as a component of the City's annual Arbor Day Program. The Pilot Program was presented to the Parks and Recreation Commission at their August 22, 2013 meeting and was unanimously recommended to the City Council for consideration and approval. The Program was reviewed and recommended for approval by the Administrative Committee on September 30, 2013.
